Plano City Council Preview - August 9, 2021

Item (2) and Consent items (k) and (l), which I intend to pull for individual consideration, are of particular interest. I'll be publishing all the facts about item (k) on Campaign Contribution Recusal later today.


You can now sign up to speak at council meetings online at this link up to 15 minutes before the scheduled meeting, which is typically at the 7:00 Regular Meeting.   • Item (1): Amendment to the Collin Creek Development funding agreement

  • Item (2): To Expand the Specific Use Permit (SUP) for the Rowlett Creek Sewage Treatment Plant off Los Rios Blvd.

  • Item (3): Update a laundry list of ordinances to conform with changes to state statue from this years' legislative session (the one in which the House Democrats didn't flee the state). The changes pertain to the Board of Adjustment for "Variances and Appeals of Administrative Decisions" and the Heritage Commission for "(Neighborhood Conservation Overlay Districts"

  • Item (4): Public Hearing on the proposed FY 2021-22 Budget and Community Investment Program (CIP)

  • Item (5): 2021-22 Property Tax Rate (hint: we're planning to NOT increase taxes, for the third year in a row)

  • Item (6): Acceptance of the County Property Appraisal Rolls for the 2021-22 tax year

  • Item (7): Proposed FY 2021-22 Community Investment Program


Notable Consent Agenda Items

Total of $1,750,942 of your money in proposed expenses

  • Item (e): Increase of $467,000, for a total contract amount of $10,624,180, for Aclara Star Meter Transmission Units and Related Installation Hardware for our water meter replacement project. This request is for a reduction of purchase totaling $226,000, and an increase in MTU and meter bushings totaling $693,000, bringing the net increase to $467,000

  • Item (g): $248,510 for Irrigation Control Replacements across the city. 51 controllers will be replaced, representing approximately 12 percent of all our controllers, with a estimated 8-year lifespan

  • Item (h): $299,641 to figure out our traffic issues and update the 12-year-old Thoroughfare Standards

  • Item (i): To Appoint Julie Pandya Dosher as Associate Judge of the Municipal Court

  • Item (k): To repeal the Campaign Contribution Recusal Requirement for City Council Members

  • Item (l): Prohibition against Council Members using "their position or title in endorsement of City Council candidates in city elections"
